Consider adding best practices for cost optimization while generating azure resources

Based on some recent prototyping efforts, it became evident that we need more visibility into current costs and low cost considerations/best practices while generation of infra - for example avoid duplication of resources (loganalytics) etc. when the application is self contained within a single resource group.

This can be added to the current best practice tool
