Report Issue dialog: Confirm Version Acknowledgement doesn't work

Does this issue occur when all extensions are disabled?: Yes/No

Try to report a feature request from a not-up-to-date version of vscode

1. Help->Report Issue
2. In the Report Issue dialog, select feature request, type something into title and body, then click on the "Confirm Version Acknowledgement" button

Expected: it should continue to allow submit
Actual: nothing happens, it is stuck here.
